Senate Democrats have begun to create a small plan (based on next 5 years) which is going to cap appropriations below President Barack Obama’s 2011 request. This will give the financial committee an upper hand towards breaking the impasse over the estate tax on wealthy.
Max Baucus (Senate Finance Committee Chairman) says that he is expected Conrad to help him towards invoking financial reconciliations. This would mean that only 51 more senate votes will be needed for the decision to be successfully made (good luck with that Senators!).
The Senate Budget Committee Chairman – Kent Conrad is expecting the beginning of a markup as early as the coming Wednesday. The other House Democrats are going to keep him under close observation, provided that all of them are facing pretty tough choices over the challenges faced. Conrad is so far okay with the risky venture and he has called a meeting of his committee Democrats, jus so he could test some waters.
With respect to the Tax Side, the Democrats pledged to extend the Bush Administration/Era middle class tax cuts, which are due for expiration by the end of this year. Since this is a popular season step for election year, with or without a budget. But if a budget resolution is passed, it is still going to be useful because the Congress would be able to gain authorization towards reconciliation procedures in order to get around any Senate filibuster on other tax related issues.

Let’s see, the U.S. Constitution says in Article 1, Section 7: “All Bills for raising Revenue shall originate in the House of Representatives”. The President has never had the power to spend monies not appropriated by the Congress. Sounds like a political stunt.
